If you have chosen cuffs instead of a straight hem for the bottom of the pants, you will have left quite a bit of fabric below what you determined to be the bottom edge of the pants.
In most contexts only “cuff” is used, since the term pants has already been used in the sentence and it is therefore clear that the author is referring to “pants cuff”.
